Dallas Police Chief David Kunkle announced yesterday that his Officers wrongly issued traffic tickets to 39 motorists because they did not speak English.
Even though Chief Kunkle is issuing apologies for the racist actions by his Officers, it is clear that their insensitivity to Immigrants is a result of very serious breakdowns in Command authority and symptomatic of other troubling problems within the Dallas Police Department and with their Officer’s.
